I was able to get to the Marvell prompt by connecting the TTL cable immediately after turning on the power to the router and spamming the space bar.
Another problem I encountered was that PuTTY was attempting to load but was giving...
T T T T T T T (etc.)
...and then timing out.
I found that I had to start TFTPd64 AFTER I was at the Marvell prompt. It might have been obvious to some, but I didn't realize that without power to the router when TFTPd was initialized, no connection was made when TFTPd was started.
Some other helpfull hints that worked for me were listed in the comments section of Zach Stabile's guide.

* in the GLOBAL tab only the service "TFTP Server" needs to be checked. All other services need to be unchecked

-> set "TFTP Security" to "None"

- make sure the settings in Putty are correct. If you can't type in anything in the console, you need to change some settings, first. To do that, right click at the top left of the Putty console window, select "Change settings". Then click on "Terminal" and set "Local echo" and "Local line" editing both to "Force on".
- make sure you connected your computer with your router by pluggin in an ethernet cable to your computer and in one of the ports of your router (NOT the "INTERNET" port).
- make sure your TTL Serial to USB Cable is still connected to the router once you give the run command. I had to hold mine to the pins to prevent the cable to detach itself.
