I upgraded the Mac Mini to OS 10.9.3, same problem.  The router forces connections in 54 MBPs 802.11a on the 5 GHz channel.  Definitely a dud, I'll return it on Monday.  Thanks.

Try changing it back to 192.168.1.x Then change the router password and disable remote administration if you have it enabled.

Try changing the various devices or the actual router? The router has always been 192.168.1.1 and set to give .1.xxx addresses. Didn't see the remote admin option, though pretty sure its disabled.

In that case you have a rouge DHCP server on your network. You may have to go through all your devices one at a time to find out which one is running the second DHCP server.
